Enhancing vegetative components with preferred tree species is a primary task associated with the WWHP. CTUIR has submitted several vegetation management outlines to BPA, USFWS, and permitting representatives to disclose action plans in regard to establishing preferred species of trees at restoration sites. Utilization of vegetative management plans has resulted in demonstrated-measurable results pre vs post project. Measured change and order of magnitude through time is an effective means of guaging project effectiveness in the riparian zone as well as stream shading component. Components of the vegetation monitoring plan include physical habitat inventories as well as various methods of utilizing visual imagery (photo points, time-lapse, aerial) to monitor and demonstrate vegetative response over time. Much emphasis will be placed on utilizing various techniques for establishing and retaining vegetation at the restoration site to promote healing by accelerating recovery to decrease the footprint of implementation and present a professionally-finished product appearance. Monitoring the success of a particular planting strategy and species identification and location shall guide supplemental plantings in the future to effectively fill voids in the riparian area towards achieving a mosaic of multi-tiered growth adjacent to the waterway.

This potential of this reach is regarded as having the highest potential for ESA-Listed salmonids, most specifically, Chinook Salmon and Rainbow and Bull Trout. A pre-implementation physical habitat inventory will be conducted and compared to a post implementation survey to determine magnitude of change achieved towards improving conditions limiting salmonid production. The pre-survey will aid determination of areas deficient in desired habitat attributes and thus will be prioritized for restoration actions based upon bottlenecks identified that adversely affect suitability and production of salmonids. Results of the inventory shall be directly incorporated into restoration design plans and affixed with associated timelines. The restoration site is located just upstream from the recently complete and award winning Kentch project completed by CTUIR wit BPA funds in 2015 and should provide excellent complimentary habitat over an expanded range. Design process was initialized in FY 16 to develop a conceptual, 15% design. A physical habitat inventory will be conducted to identify factors potentially limiting salmonid production. Results from the inventory will be combined with existing design proposals derived from BPA engineer Sean Welch and incorporated into final design plans to be developed via subcontract. Areas determined to be deficient in desired habitat attributes will be prioritized for restoration actions based upon bottlenecks identified that adversely affect suitability and production of salmonids. Results of the inventory shall be directly incorporated into restoration design plans and affixed with associated timelines. Design to be initialized in FY 16 up to 15% level, and advanced to final design stage in FY 17. The Plan represents progression of the process towards eventual implementation once concepts are determined and prioritized. One of the key components of the Assessment was to establish a stakeholder group and encourage involvement in regard to input towards the Mill Creek effort. One of the by products established from the group was to pursue development of a Strategic Action Plan, which shall provide: management scenarios and alternatives by segment, request for input to the evaluation criteria, development and input by stakeholders to the short and long-term approach on Mill Creek, two additional stakeholders meetings necessary to complete this work, and funds for printing 20 hard copies of the document for stakeholders and CTUIR staff. The increased stakeholder involvement and input to this project will result in an approach to ecosystem benefits in Mill Creek that meets more stakeholders objectives and provides greater support as a whole to the project by stakeholders. Ideally, this will result in a better document and support for management scenarios in Mill Creek that is best for fisheries resources.
